Is KPDR (K-Powder) TV still on the air? I don't get it on my antenna. But I haven't seen it in a while. I had edited the Wikipedia entry previously and some editors have it marked for deletion without additional sources. If it is still broadcasting, I'd like to keep the wiki site up.
Is there a website for this station?

Its on air status is erratic but no it hasn't been truly on the air since Aug 27. The RF signal is there but there's no usable data. It's still licensed. Their website was www.kpowder.com but that is also nonfunctional.

As my ex boss said to me, "way to take a trip around the world to get to your butthole on that one"

This would be different from KUTB which normally sends 100% null packets (0x1fff) that are valid but have no data, or KSUD which sends valid metadata but no program data. Where is KPDR's studio, or (as we used to say), "Local Point of Presence")? The last thing I ever saw, was their old ex-restaurant in South Salt Lake, which looked much like it was destroyed by a tornado. They have an address on a Facebook page, but it doesn't even look like any antennas or dishes. I sure miss the old days when the FCC required stations to have local contact information.

There is no associated microwave license I can find and they don't have a studio or control point on file with the FCC. I wonder if they just have a bunch of satellite dishes and an antenna for the Logan station up on Kessler. I fail to understand the logic of the FCC considering that having the porch light on is the same as being on the air and providing a service to the community. Things sure have changed since they justified giving away spectrum.
