KSVN local oops?

I'm watching both KSVN-CA and KSVN-LD (really K39JS-D) and from at least 7:00 until 7:10 they were running the output of some kind of digital editing system (see below). At 7:10 the cursor moved slightly and then it dumped into another feed. How much of what's on KSVN is generated locally and how much is just off the bird and can anyone identify the brand of editing software?
