Per the FCC today, an extension of KUTF 12's construction permit for their digital facilities was denied. I'm not sure why, but maybe the Funny Cookie Company didn't like their explanation of why they haven't gotten their digital signal up yet. Anybody know where (if?) an explanation can be found online? This doesn't mean they lose the license, right?
(This was the station that Equity Media sold to Daystar when Equity went bankrupt.)

The info I saw said "Dismissed". I wonder if that means it was an FCC decision, or a Daystar decision.
Could it be that Daystar just wants the Salt Lake City translator channels (45 and 58), without the hassles of the full-powered DTVs at Price and Logan?

Are the digital signals on 45 and 58 broadcasting?
If it the cp has been dismissed for KUTF, could the station be sold to another interested party and re-applied?

I suppose the station could be resold if they wanted to, but that doesn't make a lot of sense. They just bought it 6 months ago. I guess things could have changed, but that seems unlikely.
A little more digging resulted in a possible answer. The dismissed application was filed 12/8/09. It states
"SINCE THIS IS A FLASH CUT, WOG HAS BEEN MOVING FORWARD WITH THE CONVERSION OF THE PRESENT ANALOG TRANSMITTER OVER TO DIGITAL OPERATION. THE ADDITIONAL SUPPORT EQUIPMENT HAS ALSO BEEN DELIVERED AND INSTALLED . FINAL TESTING OF THE TRANSMITTER WILL BEGIN SHORTLY AND ONCE THE TRANSMITTER HAS BEEN FOUND TO MEET ALL FCC REQUIREMENTS, A LICENSE WILL BE APPLIED FOR. "
That was a month and a half ago. Maybe the thinking is that the time they needed per their request had already passed, so the station should be ready to go, Murphy's Law notwithstanding. Just a guess though.
