So someone has posted elsewhere (I think) complaining that KSL does not edit their podcasts.
I'm surprised since 97.3 KIRO FM and any of the Seattle properties edit out the commercials, news and traffic updates.
What do other local shows do?
I'm always surprised that some Salt Lake City area stations stream their on-air inventory over their streaming feed. I guess they are just hoping the national and regional voiceover (unionized) people don't find out.

There are a number of possible scenarios. First, are you sure the spots you hear on the stream are voiced by union talent? Or even that they're the same spots that are going over air? The other thing to remember is that using union talent for web streams as far as I know was never banned. The unions just demanded so much royalty for using that work on the stream (more than what it costs to broadcast IIRC) that the stations rightly told them to go play in traffic. The web streams were a money loser as it was, but to add very high royalty fees would just be too much. So they got cut out and replaced by non-union spots for the stream only or PSA's.
I would jump to the conclusion that what you're hearing is against any rules, though that's certainly possible.
