Just barely got a rescan on my converter box and indeed color bars at my location too, with a really annoying tone and a thistv Utah 2.2 KUTV logo on the bottom right.

Confirms from the south Weber office. Interesting that it's being run in 16:9 format. I wonder if THIS is going to 16:9 also. Given they'll be using a lot of old material, that seems like an odd choice. Have to wait and see.
What's with that tone though? It's not a standard 1kHz reference tone. It's some kind of chord with a lot of wacky harmonics. Very odd.

The KUTV people are actively working on this overnight. At about 1AM the data stream went offline completely for a few seconds. Then the bars/tone returned. At 1:10AM it went to black followed by a THIS ID promo, then started an episode of "How I Met Your Mother" in the middle stretched from 4:3 to 16:9, which looks awful. Then it dumped back to bars/tone. Yes, KUTV engineers. Someone's watching.

Looks like they're up and running this morning. The engineering looks very good, 4:3 format, standard definition of course. And the programming looks pretty interesting too. Well done!

Still on bars/tone at a quarter to 11. I did catch something really odd at 4:30 this morning. Both 2.1 and 2.2 were running "Up To The Minute", but it wasn't the same feed. It wasn't even that one was delayed. It was a completely different broadcast. Not sure what was going on there. I'm going to go back over the recording I did to see if I can figure out more. Yes, I'm a geek.

They're running cartoons this morning. Good quality engineering and programming.

Speaking of stretching 4:3 content to 16:9, why does BYU do this to their additional feeds? It looks crummy and not as professional. If their content is 4:3, show it in 4:3!! Easy. I was watching KSL 5.1's Feed of General Conf this weekend. Very crisp and clear. Good audio. First time in HD.. I only have an SD TV but it's a 42" edTV Plasma Monitor so no tuner. I noticed some faint bars or lines going upward throughout the broadcast. Not sure if it was my Magnavox $40 box or the actual transmission. I had 70+ signal strength.
