AFAICT for the first time in nearly 4 years KSUD is broadcasting programming. Other than for a few days back in September 2020 when the signal was first put on the air, KSUD has only been broadcasting minimal metadata and no programming. That changed today sometime between 9AM and 12:30PM. From my location the signal is a little weak and there are a few dropouts, but that appears to be as expected per the licensed parameters.
I have no interest in their programming (it's a Daystar O&O) but at least for now the station is justifying having a license by actually providing programming intended for the public. We'll see if the programming stays or if it's going to go blank again.

I see a carrier in Midvale, but I have no tuner available right now. I wonder if this is permanent, or just the yearly "keep the license alive" transmission. Has anyone seen their channel 12 from Logan?

I've never seen a keep the license alive from KSUD. Up until Monday the last time I saw any programming at all from them was in 2020. This is to spite answering Yes to the question "Licensee certifies the station is currently on the air broadcasting programming intended to be received by the public" in their 2022 renewal application.
(And as a side note, the now-former KUTB is still on the air with a blank carrier even though their license was cancelled 4 1/2 months ago.)

It's a shame that the FCC has no authority over anything nowadays. Stations that pretend to be on the air, owners that ignore their obligations. Pirates that flaunt their contemp for the rules. I wonder if KUTB's studio is still standing, or did they abandon it and never get up to the transmitter to shut it down.
