The format I'm about to describe would be the format I would put on a station if I ever got one and didn't have to worry about actually selling ads. Before I get into the details I want to say that I hope it would do well, but I wouldn't be surprised if it was a complete flop.
What I'd program would be a true variety hits station. That means if it was a hit any time from the beginning of the rock 'n roll era up to today, I'd play it. In one half hour you might hear a playlist like:
- Hotel California
- Jailhouse Rock
- I'm Gonna Be (500 Miles)
- What a Wonderful World
- Eternal Flame
- I Knew You Were Trouble
Your ears might get whiplash, but I think it would be a fun format. You REALLY have no idea what's coming next. Since they're all hits, you would be assured of some measure of quality. Most people would probably be at least somewhat familiar with most of the songs and might discover some songs that they didn't know but like.
I've described this format to a few people and the response was encouraging. Whether they'd actually listen to it for any length of time is another matter. What do you think?

How would your station define a "hit"?
And would you include Disco in the playlist? Soul? R&B? Rap?

Good questions. My starting point would be the Billboard year-end Hot 100 lists. From there I'd add or remove as needed. For example, I'd add Billy Joel's Movin' Out, which didn't make the list but is one of his big hits. I'd remove Dusty Springfield's Wishin' and Hopin' because it's a terrible song. Any genre would be fair game. I'd even put some of the bigger Weird Al songs in the rotation, even though I don't know that he's ever had a year-end Hot 100 entry. I wouldn't be promoting the station as a "hits" station specifically, so that gives me a little flexibility.
