I wouldn't program Spanish, so I'd take a risk and turn it into the 3rd decades station (with 100.7 and 101.5) and make it an aughts station and see if that gets any traction.
Many years ago I noticed a cultural pattern where there tends to be a resurgence in interest in particular decades 20 years later. It first happened in the 70's when the country rediscovered the 50's. Then the 80's rediscovered the 60's. There didn't seem to be as much interest in the 70's during the 90's, but the 70's were kind of awful so not much of a loss there. The aughts restored the pattern when they found the 80's again. I'm not sure the pattern held up as much for the 2010's -> 90's. I may be off base, but it seems to me like there hasn't been a whole lot of change from the mid 90's to now. That's why I think an aughts station is a bigger risk than the other two, but maybe I'm wrong.
So what do you think about the 20-year theory and/or the possibilities for an aughts station?

As to the 20 year thing, there was a TV show called "That 70s Show." I don't know when, though. It might have been in the 90s. If so, that would support your theory.

That 70's Show originally ran from 1998-2006, so that pretty much works. (It currently runs a LOT of the Laff network.) There's also the sequel series That 90's Show that dropped on Netflix earlier this year, 20 years from the middle of the original show.
