Reorganization of the Rules and Announcements

The list of rules and announcements has grown quite chaotic over the years and was overdue for a revamp.  That has now been done.  The rules themselves are pretty much the same as they were with one major exception.  No copyrighted material may be reposted here.  There is more information in the rules themselves.
