Maybe, but I'm surprised that nobody seems to have thought of a Faraday Cage over the pool. The ring of wire around the pool sounds like a cross between an AM loop antenna and the ground system of an AM tower. It could pick up and re-radiate almost anything anywhere. If what's coming in is groundwave it might not help much, but for anything that's coming in from above it would be fixable. There's also RF absorbing paint that might be usable on the concrete. Just a couple of thoughts.

I suggested that he have the Cable company check for egress. I wonder if the pool folks bothered to have Blue Stakes (whatever they call themselves there) mark the underground cables in the back yard. It might not be electrical, but just a damaged cable radiating the digital signal across the whole spectrum. Killing his own power might be killing his cable modem signal (assuming he has a connection), so there's no upstream feed, which would be a really strong signal from about 5 to 50 MHz.
