This is a pretty interesting application and I think worth a read. Basically what they're doing is lowering their power from 81kw to 8kw and otherwise remaining the same. From the application, here's their reasoning. "The instant application proposes to modify KEGH(FM)’s “implied STA” operations at its presently licensed site serving Brigham City, UT (see BLH-20021009AAU), while it awaits its opportunity to implement the Report and Order in MB Docket 05-243 using facilities authorized in BPH-20080328AAL (the “Woodruff Permit”). The Woodruff Permit may only be implemented once several other stations implement their own permits which are, themselves, due to spacings and/or logistical reasons contingent on KEGH(FM) implementing the Woodruff Permit. In order to break the circular log-jam, the applicant proposes to downgrade KEGH(FM) from Class C to C1 at its current site." Without something like that happening, I wonder how the docket was supposed to be handled. Maybe just going off the air completely for a while? I suppose that would work in this case since one the station moves it won't be running a simulcast of The Eagle like it is now anyway. I suppose this works too.
