This isn't going to be popular among some of you, but I would flip The Wave. I know classic alternative has its place but I'd rather incorporate it into the decades stations I talked about earlier.
What 103.1 would become in my world would be KSL2. It would air the opposite of what KSL(1) is airing. For example, when Dave and Dujanovic is on 1, 2 would air an appropriately edited version of Utah's Morning News. When Utah's Noon News is on 1, 2 would air an hour of Dave and Dujanovic, and so on. When KSL(1) is airing live sports, KSL2 would air the otherwise preempted program. And the callsign KKSL is available.
What I'm describing could actually be done now on an HD subchannel for really cheap, but we know that's basically Broadcasting Siberia. So what do you think?

Interesting idea. I would move the Wave to 94.9 or 95.5 and change that frequency's calls to KJQN. According to that call letter sight, those calls are available. I would then make 103.1 like KLO was before Holiday sold it. "Unforgettable 1031 KLO." It already has those call letters. It could have CBS news at the top of the hour, unforgettable music, and Classic Radio theater with Wyatt Cox from 7 to 10 every night. So, basically the same format as KLO had on 1430 before the religious Spanish organization bought it. El Semprador, I think. Eventually I'd try to get some local talent on it in morning and afternoon drive at least. The Weber State Wildcats would remain on 103.1 as well. That way 949 or 955, KJQ, wouldn't have to be interrupted by ball games.

I also think that Wildcat sports should have options where they can play more coaches shows. As someone who really enjoys the lineup on 103.1, I wouldn't change much in the form of music. But I agree that KLO and KJQN (or KJQ if it's available) could be two different stations. I would like to see The Wave with a better signal. Every once in a while I hear the over-the-air station go out. And now that I have a vehicle with a good radio system, I'd like to see the signal include artist/song name info. Even having a digital sub-channel for The Wave playing more songs that we normally hear on Unrest on the Seventh Day playing all the time.

New 3 letter callsigns haven't been issued in many many decades.
Sorry, but digital sub-channels on boosters is a non-starter. A couple of dozen watts is pretty much useless. But, RDS is perfectly doable. I'm not sure why they don't do that.

I am also puzzled about why they don't do RDS. Maybe their "decades behind the times" branding applies to more than just their songs?
