I don't think so either. I think what Ken is saying is that even before the current off-air period they were using the backup/night transmitter. Over the past month or two or something I've been able to hear them fine when they were on the air, so I think I should be able to hear even 149 watts during the day. West Jordan is only about 7 miles from the transmitter, so an SDR there should have no problem picking it up.

I have a loop antenna pointed right at the transmitter, just a bit north of the ghost town of Lark, and I don't hear "Boo" 👻. I'm getting a mix of several stations, with "Funny 1060" (Calgary) pretty strong at the moment.

Our 3 Phase Converter is off line (that took the Continental off the picture), and the Nightime Transmiter (Monofasic) was damaged ... Currently Working on both issues... but waiting on parts. (This is like Nightmare on 1060) we have been working against some pretty powerful Witchcraft.

Sounds like they are back, but at much lower power. I'm still not hearing anything on 1060 on the West Jordan SDR. 1060 is a Mexican clear channel frequency, so I wonder if you heard XEEP in Mexico City.

Something was there for a short while, with Mexican music, but was weak, and audio was cutting out. May have been someone else besides KDYL.

Right now, around the PM power change time, I'm hearing KKVV-1060 Las Vegas (Spanish Religious), and KDUS-1060 Tempe (Sports), fighting it out for the frequency.

KDYL is back on 1060, but they're barely audible underneath CKMX at night in Ogden. KTUB "Juan 1600" is still MIA.
