I’m hearing KNIT (1320) being simulcast on 94.5. In the recent past I have only heard KVFX-1 from Tremonton on 94.5.

From the YNOP Website: "On December 10, 2021, Hi-Line Radio Fellowship, Inc., Permittee of K233DV, 94.5MHz, Draper, UT, filed an application with the Federal Communications Commission for a License to Cover Construction Permit. Members of the public wishing to view this application or obtain information about how to file comments and petitions on the application can view it HERE."
My own notes indicate that they have been on the air in the past. I've heard them weakly in Midvale. Why are they just getting a License-to-Cover? Did they change some parameters?
Aren't you in Murray?

Yuh, I’m in Murray. I heard them while waiting in the parking lot at St. Mark’s hospital.

I'm still hearing KVFX on 94.5, but I'm a lot closer to Cache County than either one of you.

K233DV was originally applied for and granted back in 2018 with the original expiration date of June 11 2021. I believe there was a blanket 6 month tolling on construction permits due to the pandemic, which is consistent with when Hi-Line filed the license to cover. There isn't any requirement that I know of to file the LTC as soon as the station is operational. It just needs to be built and the license applied for before the expiration. Why they would wait I have no idea.
