Last I heard, KJZZ has no intention of doing any multicasting and I don't think they'd want to be on an LPTV channel, which leaves 13.3.

I honestly don't understand not wanting to run a subchannel. Make sure it doesn't take away any bits from the main HD signal of course (I'd always go with 1080i), but why not use the otherwise wasted bits? Even if you didn't actively sell the subchannel and just dumped pay-per-inquiry ads over it you would still make a profit at almost no cost. KSL runs KJZZ and they have 2 subchannels. Very puzzling.

I'd like to see Groucho Marx's You Bet Your Life (a/k/a The Best of Groucho) quiz show on a game show diginet. As far as I know, none of the basic cable channels on Comcast are currently airing reruns, although I did catch an episode recently during the "Classic TV" block on Ogden's channel 17. But the episode was on at the ungodly hour of 4:30 AM, so it would be nice if Groucho was on in a time slot not designed for those with occasional insomnia.

YBYL was probably used because a lot of the episodes are in the public domain so they don't have to pay for them. It's not directly relevant but Hulu does have at least the first season for free, and there are lots of other online sources as well. I don't see a commercial network running them in any regular rotation for that reason, but who knows.
