Yeesh. What a mess of a website. It doesn't even render correctly, so that's of no help.
The only licensed operations on 99.9 anywhere near Salt Lake are the future home of KLZX up in the Logan market and the new Fountain Green allocation that only barely reaches Provo. What they're talking about doesn't seem to be either. The only other possibility is a Part 15 operation and that isn't going to last long once the LPFM applications for 99.9 in Salt Lake are sorted through. Anything else is illegal. This might even be the pirate that's been online off and on for months.

It appears to be an offshoot of this church...? lifechurchutah.com/ They might be going for an FM translator for an AM signal? One post on Facebook is from Hunter, Utah saying she likes to listen; another is from Ogden complaining they disappeared. The media company appears to be the owner / lessee of "Vida TV" on 20-4. The station is currently on TuneIn and uses their icon on the website, like KCQN. So not sure where the 99.9 comes from - maybe CA is right, within Part 15 strength.
