There's been a shift, that much I know. The part-time (or whatever it is) service NFL Redzone on 16.201 has been moved to 16.88, and there's a 4th public service on 16.4 labelled ShopTV that is currently a duplicate of IONLife 16.3. I couldn't find any network currently in the US called ShopTV, so we'll have to see.

The ion Television station in Portland, Ore. has done the same thing as KUPX for IonLife and "SHOP" which seems to be ion Life but time shifted by a few hours. We do not have the NFL RedZone though.

Not sure about what has happened at KUPX, but after returning to Portland post new-Year, ion "SHOP" is now a 24/7 paid program channel. I don't understand how that makes the company any money. *shrug*

I think you answered your own question. Companies pay to have their infomercials aired. That makes money. Often it's worth it for the advertiser to pay more than what a station could get for selling individual 30 & 60 second spots in a regular program, since they make more money from whatever they're selling than they spend. Everybody wins.
What I've been seeing on 16.4 here is that sometimes there's an infomercial, but other times it's a simulcast of IonLife. I think it's likely that the simulcast is just unsold time, but I don't know.
