Docket 05-243 near?

Ken English posted in the Farnsworth thread that the KKLV-FM transmitter at Farnsworth just needs to be hooked up. That's not an easy task to be sure, but it does raise the question of how close we are to the big move that Docket 05-243 calls for.
Background: 05-243 is the one where about a gazillion stations move around in some way or another. The highlights for this area are 1) everything in the Salt Lake area that's at 105.1 or higher either moves transmitter location or frequency or both, 2) KMGR 95.9 I think becomes a Humpy rimshot and 3) KLZX 95.9 moves to 99.9. There are a lot of other changes outside the metro in Utah as well as surrounding states, but I won't talk about that here. If I forgot anything in the immediate area please tell me.
Honestly I wasn't sure if this was ever going to happen. The big 99.1/103.9 reallocation mess (which is a different and unrelated socket) has been pending for years even though it was supposed to happen. 05-243 seemed stuck in the same type of sinkhole. Maybe that's wrong. I am sure of this; when things are ready to change we will know about it. The affected stations will no doubt make sure everyone and his dog is aware. They have to, otherwise nobody will be able to find them and the ratings go down the drain.
For our purposes though I was to consider what this means for formats. The changes that are just frequency I think we can safely ignore, since there's not likely to be any major changes (eg KNRS moving from 105.7 to 105.9 just means listeners need to slide up one.) What's more interesting is the addition of new signals. 105.1 for example becomes a full market signal on Farnsworth. Currently it's simulcasting 101.5 The Eagle from Humpy. One or the other is going to change. It has to. So would the new Humpy 105.5 (ex 105.3 KDWY) which is also a country station now. So would 107.1 from Humpy (ex 106.9 KEGH Brigham City) which is also simulcasting Eagle. Mix 107.9 moves from its nominal main transmitter location out at Promontory to Humpy as well. That's currently simulcast on 103.9 (eventually moving to 99.1) in central Utah and could keep that simulcast, but that's not a guarantee. Plus there's the new Humpy 95.9 moving up from Delta which could also keep its format.
I think it's safe to say that at least 3 stations will need new formats. That certainly complicates the 1320/1230 question not to mention raising a few of its own. What the heck do you do with all these signals?
