Meh. I have little sympathy for the FCC these days. They only look out for the big players (Clear Channel, Citadel, etc.) Don't give a rip about local operators, small shops, etc. Giving out fines for fleeting expletives to pad their coffers. Don't require big players to provide community service, etc.
Pirates help bring "balance to the force," so to speak. I wish we had more of 'em.

Two wrongs don't make a right. Yes the FCC needs to start paying attention to their mandate, which really was my point. Piracy isn't the answer though. We tried that in the earliest days of radio and it was a disaster. Given that almost anyone can broadcast today, the rules need to be enforced now more than ever. However, it does need to be equal treatment for everyone. Currying favor to big business is clearly not the answer either.

In order to keep the FCC from visiting MILOFM, I keep the power low enough as to not even be a speck on the map.
2,300 watts on FM, that's at least 60 miles line of sight. MILOFM is 20 milliwatts. That's barely enough for 1/4 a mile.
