And, for what it’s worth, the 96.7 translator is about 2 seconds ahead of KKUT HD4. Does that mean the HD4 can be the primary?

I know that with the traditional analog primary/translator pairing as long as the translator is within the primary's predicted contour it can be fed any way they like. That's known as a fill-in translator. I'm almost positive that the same rules apply with HD subchannels. (I think the rules might be even a little less restrictive for translators of AM stations.) That's why the bitrate on the HD4 wouldn't necessarily be a concern.
