I see this one violated all the time, but it looks like occasionally someone will complain and the FCC will actually look into it. A station in Chico California is in trouble for not broadcasting an ID on a subchannel and they now have some 'splainin to do. apps.fcc.gov/edocs_public/attachmatch/DOC-347669A1.pdf

As an amateur radio operator and shortwave listener, failure to ID is one of the most common rule violations I've observed. The FCC rules state that ham operators are supposed to ID with their call sign every 10 minutes, but quite often there are ops who go 20-30 minutes (or more) without giving their call sign. It isn't something the FCC will usually enforce unless failure to ID is noted in conjunction with other rule violations like excessive input power or indecent language, but there have been quite a few instances where amateur stations have been cited for failure to properly identify. Apparently the FCC is relaxing some broadcast operating rules like the main studio rule and limits on station ownership, but placing more emphasis on enforcing other violations like failure to ID and revoking the licenses of stations that have been silent for too long without explanation.
