Interesting. I wonder how Vic Michael (Kona Coast Radio) convinced Murray City to let him put up a new tower when they didn't allow Cumulus to rebuild the site after the fire. A different plan, correcting whatever the city didn't like?

I wonder what the City would not like, if they were just rebuilding the existing site? Maybe the problem was NIMBY neighbors, who wanted the tower gone. I wonder if there are some transcripts from some hearings available on line.

I've definitely heard of neighbors trying to get rid of existing towers, some of which were there many years before they were.

Remember when the Denver TV stations wanted to build a consolidated facility, with one tower, and a partially hidden building? It was to replace the existing seven analog towers and buildings, with a digital "Supertower". Neighbors, who had moved there long after most of the stations, went ballistic. They were going to keep the tower from happening, even if it meant that all the major stations missed the cutoff deadline, and they all lost their licenses. Finally, Congress had to step in, and passed a Federal Budget Amendment that specifically required that particular facility, at that exact location, be allowed to be built as planned, or no money for anybody. Rob Weller, who was with the Denver FCC office, had some real stories about that multi-year NIMBY nightmare.
