At least they admit that they only went back on the air to keep the license. That's more than I can say for some stations.
I was expecting another STA request. I"m also not surprised at the wording of needing a course of action. That's basically true, and if they just said "we're never going to broadcast regularly ever again" the petition might be denied and then they're sunk.

Yes, I suppose the FCC would prefer to believe the station will eventually resume normal operations in order to serve the public as KWCR's application stated. Uncle Charlie doesn't seem to have much patience for deviations from the norm, as evidenced by KYAH's amusing application for transfer of control being dismissed without comment. However, it's more or less common knowledge among us radio geeks that KWCR as it was is history. All one has to do is read the posts on the station's Facebook page and articles on the various radio news sites to know that they don't plan on resurrecting 88.1. RIP The Beat, as it was known when I was in the broadcasting program at Weber.
