So what is the future of 103.9? Are the current call letters still KUDE?

The calls are still KUDE as of now. The station is still up for sale by the divestiture trust. If you have a few million laying around you could make them an offer.

Apparently the new format for 103.9 is Dead Air Theater. That's what they've been running for quite a while now, without even a legal ID.
Why is it so hard for companies to follow even very simple rules?

Been listening to 103.9 for about an hour now 9:50pm and they are playing Tom Petty but it's been all over the place with music from Top 40 to Classic Rock to Alternative no Id and it's been like 3 songs in a row then 5 minutes of deadness then 3 more songs and more dead air so maybe they are just getting things ready for a launch and getting all the ducks in a row This is 103.9 NOT 107.9 I'm listening to....

I guess some stations feel like if KXOL-AM can get away with broadcasting without a license for nine months, then it's OK for them to thumb their noses at the FCC too. And for what it's worth, KXOL-AM has been broadcasting "dead air theater" for at least two weeks now, which probably isn't a big deal since they don't have a valid license anyway.

Any time I've checked I've only heard dead air, though I'm picking up the KUDE-FM1 booster. Is the main still running anything?
