What in the world is going on with KTVX 4.1?

For some weird reason they appear to have noticeably dropped the bitrate on the main stream. It's still 720p, but the bitrate is at about 8mbps and has serious pixelation problems. Fox13's 13.1 is also 720p but they give it more than 12mbps so it looks good. I get that 4 has 4 streams, but the primary channel should take priority, no? And I still don't get the duplication of 30.1 on 4.30.
