Is it just me, or does the audio on NOAA Weather Radio @ 162.550 MHz sound really "tinny" (as in two tin cans and a string telephone tinny) to anyone else? To my ears it sounds as if the signal is being fed directly into the transmitter over a telco line. The NOAA stations on 162.400 and 162.450 MHz sound the same as they always have, so apparently it's only the 162.550 station that's having issues.

It may be a phone line. I know they feed the more distant stations via radio links in the 410 MHz band (NTIA allocations).
