IIRC, Channel 21 was a Digital Companion Channel for the translator station they had at Lake Mountain, which I think was changed from channel 55 for the failed MediaFLO system. Sort of a waste, to have a translator within the coverage of a full-power main,

Ch 21 is the digital companion to facility #1135 which was K59GS.
A little more digging determined the cause for the deletion. The original stations were on channels 58 (Huntsville) and 59 (Salt Lake). Those stations were thrown off at the end of 2011 when channels 52-69 were reassigned. They had 12 months to construct replacement facilities in the in-core band and they didn't do that. Since they were off the air for 12 months, the licenses were automatically canceled. Mystery solved.
And no, I don't get why stations have completely overlapping coverage either. Why channels 25 & 39 still run exactly the same programming still baffles me.

Especially since, for many of us, the programming is simply a blank screen, with a call sign and a (wrong) clock. Wish they'd get their PSIP straightened out. I miss the Azteca programming.
